New guy with a '70 VT-22

Hello, I recently had my combo serviced and the guy said that he replaced the multi caps. they were Sprague 270561-8 before and they are identical now. They appear to be rivited in and dont look to be changed.

What do you think, he also said the power tubes didnt test well and put in JJ 6l6's.

The tech might've just added new caps internally... hard to say.  did  you get an itemized receipt?

No receipt, everything was thru text message. He said he was able to find them NOS from a buddy. The outer one is clocked differently than the inner and I find it hard to believe that a new set would be clocked the same way. Plus the rivets are oxidized and look to have been in there for awhile.

To install 6l6gc's I'm finding that no modification needs to be done but he told me that he needed to lift a ground?

uh,  no.   installing 6L6s in the V4 requires no modification.   This guy sounds like a bozo.   The rivots on those caps would have to be drilled out.   those 7027s don't look too thrashed... what kind of tester does he use?   
did he give your your old tubes or old caps back?   that is Standard practice in the tech biz.   if you remove stuff from the amp,  it belongs to the customer,  and should be returned to them.   if you want to throw it away,  its your stuff to throw away,   not the tech's.
