VT40 toploaded distorts early and reverb weird

I bought this amp from a friend I have a fair amount of good tubes and a tester they all tested good but I swapped some out anyway.It seems to distort way too soonand doesnt have much sustain and muddy bass. It appears to have been worked on...some new caps and output tranny from Mercury but I cant tell if the main filter caps were replaced. Some of the circuit traces seem wonky.I tryed a different reverb pan but its still not right...I havent checked any voltages yet but that seems like the next step. Any suggestions?

I tested bias voltage. Someone put in a trim pot which Iadjusted until -65 at a test point right before the power tubes...one tube is right on...the other is at least 10 volts lower...
